The Third Tribe is the first book by newcomer novelist Rob Chidley and he's already attracting attention:

The Third Tribe is a story of a girl who has only ever known an unquenchable thirst, a burning sun and a desert world which is failing and dying.  Ruth is a Miller child; a desert harvester.  Conditioned to hate and to fear, each day is a fight for survival against the ravages of a cruel sun and the dark menace of the feral Herder tribe.  Yet deep within her springs a well of hope.

Striking out into the desert, she and her father inadvertently stumble upon an ancient settlement - a City where peace appears to reign between two enemy tribes and a bitter-tasting water is portioned out to ease the worst cravings of vicious thirst.  Perhaps at last they have found a home.  Yet somewhere beneath the harmonious daily rhythms of tribal life lurks a sinister order of control and repression.  Far from being the end of the journey, Ruth's quest is only just beginning... For beyond the City's limits, there is another tribe...

Born in Hastings and raised in Dorset, Rob moved to the far distant north (Birmingham) to read English Literature.  He moved back to Dorset as soon as he could and became a teacher.  He yo-yoed back north again to Warwickshire when he got married and there he currently resides, writing for the international housing charity Habitat for Humanity.
